Land Administration Training Center (LATC)

Introduction

Different kinds of land related Laws, Rules and other directives are continuously changing in order to get the Land Management dynamic and acceptable to the people. There is no alternative except land management training for a large number of staff and officers engaged in land administration training to adapt the change and for their efficiency. With this view Land Administration Training Center (LATC) had been functioning under the Ministry of Land from 1987. There are 5 Class-1 officers, 10 Class III Staffs and 10 Class-IV staffs working at the center.

Training Program

According to module

(1). Addl. Deputy Commissioner (General)/Revenue/Land Acquisition/Education), Addl. District Magistrate, Upazilla Nirdahi Officer (UNO), Asstt. Commissioner (Land), Asstt. Commissioner, Revenue Deputy Collector (RDC), General Certificate Officer(GCO), Land Acquisition Officer (LAO) of B.C.S Administration

(2). Addl. Superintendent of Police and Asstt. Superintendent of Police of B.C.S Police

(3). Kanoongo (KGO), Auditors and Office Asstt. under the Ministry of Land are given land administration training at the Land Administration Training Center.

Besides this, under the supervisor of deputy Commissioner (DC) at district level, Union Land Asstt. Officers/Union Land Sub-Asstt. Officers, Surveyors, Certificate Asstts., Revenue Asstts. Headman and Karbari of Hill District are given training on land laws, rules, land management policy and short Land Survey training with the support of Land Administration Training Center.

Training Method & Honoriums

On the basis of the module of courses, guest speaker’s are invited from amongst land experienced officers specially officers working in the Ministry of Land , seniors officers in other ministries, Retird Judges, Chairman of Land Reforms Board and Land Appeal Board, Divisional Commissioners, DG Directors of Land Record and Survey and other experts. Deputy Secretaries and above ranking officers receive Tk. 500 and below this rank receive Tk. 400 as honorium as per government rules.

Training Achievements (Center & District Level)

From 1987 to 2009 number of total officers and staffs taken training are 30,771 out of which number of officers 6,899 and staffs 23,872.

Progress of 2009-10

In the mean time 15 district level courses have been conducted (Dhaka, Panchagor, Jamalpur, Rangamati, Manigong, Jessore, Basishal, Sathkhira, Sylhet, Comilla, Gaybandha, Faridpur, Borguna and Nilphamary) that covered 525 participants and 08 courses at the center covering 201 participants total 726 participants.
